I wish I knew more

So I was reading the Sermon on the Mount. And Jesus says: "Give to everyone who begs from you, and do not refuse anyone who wants to borrow from you."

But doesn't he also say somewhere else (I don't know where, I wish I did) "neither a borrower nor a lender be"?

Am I making that up, or does he say that? Cause that makes no sense. And that's what confuses me about the Bible. There's things like this everywhere. Unless I'm attributing that latter commandment to the wrong person.
